
A Decision Support Software Package
BenefitsFX is a software package intended for assisting decision makers and risk managers with defensible decisions through the use of multi-attribute decision analysis methods. BenefitsFX has the following characteristics:
User-defined evaluation criteria for making technology or remedy alternatives selections
User-defined weighting factors to prioritize the importance of the evaluation criteria
Real-time graphical display of results for comparison of alternatives
BenefitsFX is an outgrowth of the DOE code the Benefits Analyzer developed by Sandia National Laboratories. BenefitsFX actually has two versions of the tool to facilitate evaluations by multiple entities. The 'master' version allows a user to create templates which 'fix' the criteria and the weighting factors to be employed in the evaluation. It is recommended that the template be established by the major decision makers in concurrence on the relative ranking of the criteria. The template is then accessible by the truncated version of the code which only allows users to score and evaluate the alternatives against the prescribed criteria and weighting factors. In this way, all the analyses performed by multiple entities are dealing with the same criteria and relative ranking of the information. The user interface is quite friendly and has real-time visualization capabilities for viewing results. The code has been developed for PC Windows (i.e., Windows 3.1, Windows95, and WindowsNT), and the Macintosh (i.e., 68K and PowerPC) platforms. The Benefits Analyzer is being applied to evaluate innovative technology proposals for the DOE's Uranium Mill Tailings Remedial Action (UMTRA) Project, and to evaluate alternative closure configurations for DOE High Level Waste tank initiatives.
DecisionFX plans to release the BenefitsFX package for commercial sale at the end of 1999. Pricing will be reasonable for an environmental analysis package (probably around $200). We hope to offer the package free-of-charge to environmental regulators, in the hope that they will evaluate BenefitsFX for appropriateness of use.
